Victims Displaced by Eagle Point Apartment Fire, Victimized Again by Theft Suspects
Spokane Valley Deputies identified and arrested two suspects on felony charges after they attempted to fraudulently use a credit card belonging to victims who were displaced by the Eagle Rock apartment fire on July 26, 2026. Deputies developed probable cause to arrest the adult male and adult female suspects, who were located days later and arrested on felony and misdemeanor charges.
On August 3, 2026, at approximately 1:30 pm, Spokane Valley Deputies responded to the report of a residential burglary of an apartment that was involved in the Eagle Rock Apartment fire on July 26, 2026.
The victims explained that they had been displaced by the fire and had been living elsewhere. On July 31, 2026, they received text alerts from their bank regarding credit card purchases at local stores totaling over $680.00, asking whether the charges were fraudulent. They responded that they were and contacted their bank the next day.
The victims stated the stolen credit card was taken from their fire-damaged apartment. They also believed that a computer valued at approximately $500.00 was stolen.
Deputies contacted the stores where the fraudulent charges were made and later obtained video footage. Through the investigation, Deputies identified two suspects as 41-year-old Dallas E. Ricks and 44-year-old Crystal L. Gardner, developed probable cause to arrest them, and distributed the information to other patrol Deputies.
On August 8, 2026, at approximately 2:40 am, a Deputy who had received this information observed a white Chevrolet Colorado at a gas station in the 2100 block of N. Pines Road. Familiar with Ricks, Gardner, and the white SUV from a previous contact, the Deputy contacted and detained them without incident.
Both were advised of their rights and agreed to answer questions. They admitted they did not have permission to possess or use the victim’s credit card.
Ricks and Gardner were transported and booked into the Spokane County Jail, charged with Identity Theft 2nd Degree, Possession of Stolen Property 2nd Degree, and Theft 3rd Degree.
On August 10, 2026, both were released on their own recognizance after appearing for their hearing in Spokane County Superior Court.
The SUV was seized as evidence pending a search warrant. This remains an active investigation, and additional charges or arrests are possible.
